appointment of a Third Judge,

The emphasis which Your Honour laid upon

this matter in your interview with myself, and the urgency which

you claimed for its consideration have prompted me to give the

closest examination to the question, though any matter emanating

from the Chief Justice of the Colony on the subject of the

Administration of Justice would naturally demand my most earnest

attention.

at great length and if I may say so with great ability in 1906,

Your Honour's Despatches were forwarded to the Secretary of

State who after a full consideration of the whole case decided

that a Third Judge was not at present necessary a conclusion in

which I believe my predecessor concurred. I find also that
